Смысловой кусок предложения надо заканчивать при цитировании: "not less than 51 percent corn, rye, wheat, malted barley, or malted rye grain, respectively,".
Т.е. "Бурбон, ржаной виски, пшеничный виски, солодовый виски или солодово-ржаной виски производятся не выше 160° proof из ферментированного сусла, состоящего не менее, чем из 51% кукурузы, ржи, пшеницы, соложеного ячменя или соложеной ржи, соответственно,"
